Taxpayers, talking amongst themselves, will often analyze and rate the former manager, Jason Bobst. He was most admired for his youthful ideas and a few of his accomplishments, (sorting out the finances is a big one),
most believe he could have been a lot more successful and satisfied with his job if his first official duty had been to “clean house at borough hall.”
But wait a minute !!!
Weeding out the dead weight is a BIG BIG JOB, for sure, nobody would relish the task, but it’s a job that needs to be done – and it needs to be done soon – Council has a responsibility to participate too.
The Borough Council Handbook says:
“The councillor has a role in representing the borough’s communal interests, past, present and future. Although ASSISTED by a planning commission, paid administrator, or historical commission, many of the final decisions must be made by elected officials.”
Governing by personality hasn’t worked. Sources say there is no formal annual evaluation of borough employees job performance. Why not? This is fundamental to operating a business. How does anyone know if employees are meeting their job requirements or managements expectations? Are there requirements and expectations, goals?
An unwise policy for sure that appears to have been grandfathered in through the generations of unconcerned, ineffective borough council representatives and borough managers.
“The communal interest” – understanding how the various departments function or don’t function should definitely be of concern to council. However, it isn’t…

There are others in that department, (not all to be sure), whose capabilities, work ethic and honesty should also be under the microscope.
It is also true that they are so poorly equipped to do a good job in the codes department and, they’ve been understaffed for quite some time. Horrifying but true, the codes department in ANY community, along with the police department are KEY to community maintenance.
HEY – what ever happened with that revolutionary Permit-n-Force software the taxpayers bought? It is, after all, 2013 everywhere else in the world …

Council people are elected to do so much more than nod yes or no.
The $79 bobblehead is actually a bargain if you think about what it’s really costing Pottstown to have elected officials who sit there shaking their heads in unison.

Does the new mission and core values apply to council too?
Could it be that Flanders can empathize with residents regarding the deaf and mute schtick that defines council’s usual responses to our emails, phone calls and questions? Hmmm that’s a wonder.

The local attitudes part really is a “which came first” the chicken or the egg question. Pottstownians exhibit historically low expectations and I can see why but, that is changing.

Mark Flanders did the right thing to remove Michelle Borzick Fry from her job and, a closer look at everything in borough hall is long over due…
What excuse can council have for NOT standing beside the borough manager – that they selected – and rolling up their sleeves to work beside him?
It is unbelievable and unacceptable that our representatives would consider the raise in pay that they afforded the borough manager should, in any way, absolve them of their responsibility for helping him run this borough.
They wanted the jobs as our councillors, it’s time to do the work.
The Meiner Center described Pottstown as a big, complex business operation and it’s time to see some “hands-on” management, from the top down.
